SARDEGNA ZONA FRANCA DAL 24 GIUGNO? SARDINIA FREE ZONE FROM JUNE 24th 2013?

Dal 24 giugno venire a vivere in Sardegna potrebbe essere molto conveniente.
Il 12 febbraio scorso, infatti, una delibera del consiglio regionale sardo ha stabilito che la Sardegna diventerà zona franca e godrà di un particolare status tributario, sicché i cittadini non pagheranno l’Iva ed avranno altri vantaggi di carattere fiscale.

La deliberazione del 12 febbraio cosi dice “Entro il termine perentorio del 24 giugno 2013, si comunica che la Regione Autonoma della Sardegna con delibera del 7 febbraio 2013 ha stabilito l’attivazione di un regime doganale di zona franca esteso a tutto il territorio regionale. Si chiede pertanto la modifica del regolamento prevedendo che tra i territori extra-doganali dell’Italia sia indicato anche il territorio della Sardegna isole minori comprese”. In Italia gli altri territori sottoposti a questo particolare trattamento sono Livigno, Campione d’Italia, la Regione Val d’Aosta, Messina, Livorno e i porti franchi di Trieste, Venezia ed Ancona.

Si tratterebbe di una svolta epocale per l’isola, resa possibile dall’articolo 174 del Trattato di Lisbona che sancisce l’impegno solenne dell’Unione Europea alla riduzione dei divari tra le Regioni ed al rafforzamento della coesione economica, sociale e territoriale. Il trattato, in particolare, recita testualmente: “Per promuovere uno sviluppo armonioso dell’insieme dell’Unione, questa sviluppa e prosegue la propria azione intesa a realizzare il rafforzamento della sua coesione economica, sociale e territoriale. In particolare l’Unione mira a ridurre il divario tra i livelli di sviluppo delle varie regioni ed il ritardo delle regioni meno favorite. Tra le regioni interessate, un’attenzione particolare è rivolta alle zone rurali, alle zone interessate da transizione industriale e alle regioni che presentano gravi e permanenti svantaggi naturali o demografici, quali le regioni più settentrionali con bassissima densità demografica e le regioni insulari, transfrontaliere e di montagna”.

Non resta che aspettare il 24 giugno e vedere se effettivamente tutto questo accadrà e se ci sarà una boccata d’ossigeno per l’economia sarda,magari con la possibilità di attirare anche nuove fasce di turismo.

It is a turning point for the island, made possible by Article 174 of the Lisbon Treaty, which enshrines the solemn commitment of the European Union to the reduction of disparities among regions and to the strengthening of its economic, social and territorial cohesion. The Treaty, in particular, reads as follows: “To promote a harmonious development, the Union shall develop and pursue its actions leading to the strengthening of its economic, social and territorial cohesion. In particular, the Union shall aim at reducing disparities between the levels of development of the various regions and the backwardness of the least favored regions. Among the regions concerned, particular attention shall be paid to rural areas, areas affected by industrial transition, and regions which suffer from severe and permanent natural or demographic handicaps such as the northernmost regions with very low population density and island, cross-border and the mountain. “

In the resolution, the President of the Region Ugo cappellacci explains that it was necessary to activate the zone, to stem the crisis that continues to invest in the productive sectors of Sardinia and large sections of the population with serious disruption of social and economic.
